In the ESV Bible, the original is translated to an English phrase "draw near" 34 times. The Hebrew language uses two different words that effectively mean "come" or "approach" and the Greek language does as well. In the Old Testament the phrase is used in both positive and negative contexts. In the New Testament it's almost always positive. Here are the references.
